Of the 8 countries in western Europe that I visited during the holidays, only in Rome did I have to upgrade the room, the child was 8 share a bed, not allowed in this hotel. Location, close to Termini Station. Heating also cannot be used. But there is air conditioning even though it still feels cold during winter.
