The rooms were all remodeled and newly painted (although it seemed like a high school kid might've done the painting), bedding was fresh & clean, there was no weird smell.
However, there was a homeless man begging just two doors down from my room near the ice machine. It freaked me out since I was on a solo trip. I did call the front desk and they (almost immediately) had someone take care of it.
This area of town isn't the nicest... my friend was staying on "the other side of the bridge" and it was a really cute area with tons of shops and restaurants. It was 15 minutes away.
Overall: It's a FINE place to stay for the cost. Don't expect better than FINE.
