Friendly hotel receptionist, quiet environment, clean room

Before coming, I called and asked about early check in, and they said it was possible. After arriving at the location, the staff said early check in was not possible, I had to wait until 12. I waited until 12 but it still wasn't possible, so I left the hotel until around 4/5 pm. When I arrived at the hotel, it turned out the room wasn't ready, it was still being cleaned. Seriously, at 5 pm, the room still hasn't been finished being cleaned, what's wrong?
