What Can Be Claimed — and What Cannot

Not all purchases qualify for GST refund. Understanding what is eligible saves time at the airport kiosk.

Eligible: Physical goods purchased from participating retailers — clothing, shoes, bags, electronics, jewellery, cosmetics, souvenirs, and most retail items — as long as the minimum spend threshold is met and the goods are physically taken out of Singapore.

Not eligible:

Hotel accommodation and services (restaurant meals, spa services, tours, car hire)
Food and drinks purchased in Singapore (hawker food, restaurant bills, groceries consumed during the trip)
Goods consumed or partially used in Singapore before departure
Goods not physically presented at customs inspection when requested
Purchases from non-participating retailers (the store must display a "Tax-Free" or "GST Refund" sign)

The Minimum Spend Rule

The minimum qualifying spend is SGD 100 (including GST) in a single day at a single participating retailer. Multiple receipts from the same store on the same day can be combined to reach the SGD 100 threshold. Receipts from different stores on the same day cannot be combined — each store's purchases must meet the SGD 100 minimum independently. Some stores allow you to combine up to three same-day receipts from branches with the same GST registration number.

Step-by-Step: How to Claim Your GST Refund at Changi Airport

Step 1 — At the store (when shopping):

Look for the "Tax-Free" or "GST Refund" sign at participating stores
Show your physical passport (photocopies and phone images are not accepted) and your electronic Visit Pass
The cashier will issue an eTRS transaction digitally — no paper ticket is generated; your purchase is logged to your passport electronically
Keep your original receipt/invoice

Step 2 — At Changi Airport (before your flight):

Locate the eTRS self-help kiosks — found in the Departure Check-In Hall (before immigration) and in the Departure Transit Lounge (after immigration)
If your purchased goods are in your checked luggage: use the kiosks in the Departure Check-In Hall before you check in your bags
If your goods are in your carry-on: use the kiosks in the Departure Transit Lounge after clearing immigration
Scan your physical passport at the kiosk — all eligible eTRS transactions linked to your passport will be automatically retrieved
Confirm the purchases you are taking out of Singapore
If the kiosk prompts a customs inspection, proceed to the Customs Inspection Counter with your goods and receipts

Step 3 — Choose your refund method:

Credit/debit card: Refund credited to your card within 10 working days. Most convenient — no cash handling required.
Alipay: Credited immediately to your linked Alipay account.
Cash: Only available at Changi Airport. Collect from the GST Cash Refund counter in the Departure Transit Lounge (after immigration) with your passport. Note: cash refunds are not available at Seletar Airport.

How Much Will I Get Back?

The GST rate is 9%, but refund operators deduct a small administration fee — typically 1.5–2% of the purchase price. In practice, for every SGD 100 spent, expect to receive approximately SGD 7–8 back after fees, depending on the refund method chosen. Cash refunds tend to have slightly higher fees than card refunds.

Practical Tips to Avoid Missing Your Refund

Always bring your physical passport when shopping. Photocopies and phone photos are not accepted — without the physical passport, no eTRS transaction can be issued.
Confirm participation before paying. Not every store in Singapore participates in TRS. Always check for the Tax-Free sign or confirm with the cashier before completing your purchase.
Arrive at the airport early. Allow 30–45 minutes beyond your usual check-in time for the GST refund process, especially if customs inspection is required.
Keep electronics accessible. If you purchased electronics, they may need to be presented at customs inspection. Do not pack them in checked luggage without claiming at the pre-immigration kiosk first.
Check your refund status online. Register at touristrefund.sg to track your eTRS transactions and refund status in real time.
Do not use or open goods before departure. Goods that have been consumed or used in Singapore are not eligible for GST refund.
