According to Ed Monreal, the General Manager of Manila International Airport Authority (MIAA), NAIA's new terminal fees are relatively lower compared to the rates in other local airports.

Meanwhile, the terminal fees for international and domestic flights in the Clark International Airport are P650 and P150, respectively. Monreal added that the terminal fee increase will likely contribute to NAIA's gross revenues. Every year, MIAA earns as much as P4 billion, one-third of which comes from the terminal fees. Three years ago, the integration of terminal fees in the cost of airline tickets was fully implemented by the MIAA. This policy has significantly lightened the congestion problem at the departure areas of the NAIA terminals. Overseas Filipino Workers (OFW) are still exempted from paying terminal fees. Aside from OFWs, those who can enjoy exemptions from paying the terminal fee include: athletes endorsed by the Philippine Sports Commission, pilgrims endorsed by the National Commission on Muslim Filipinos, and other individuals authorized by the Office of the President.
