C and L Top View Inn is a good place to stay either for vacation or business purpose. It is safe and affordable and clean. People/staff in the hotel are friendly. Overall I was very satisfied.

it would b a five but theres no elevator and rooms are all 3rd and 4th floor
matrimonial room for 900 pesos or about 18 bucks including a decent made for you breakfast from limited menu. been staying here for three years, tried the other hotel and really found nothing else i would like better, certainly for the price staff is top notch for the most part and a stable staff many of whom have been there all three years which is not really that common here. the restaurant is on the 5th floor and i unfairly condemned a long time ago because of a really bad pizza. being fair minded i have tried it again and really have to report a much more positive food experience now so that we no longer go out to eat, we eat here rooms are nothing fancy and often the shower is a bit sketchy and the air con a tad anemic, however (drum roll) you can roll three peso bills up into a tube and substitute them for the room key to keep your aircon on while you are away (just don't push the peso tube in too far or it becomes a tip for the maintenance guy) it is easy walk to bus and down town, right next to city hall and catholic church. the rooftop restaurant is largely open air so you have a great view of trees and "mountains" in the distance. this is as good a value in the phils as i have had with hotels and the staff have become friends. as for no elevator, consider it a cardiac stress test for free!! (yup, made it again honey!!)

Great Value, Resonable Quality, Very Friendly and Helpful Staff
Having read a number of not so nice reviews I ventured on and booked a room. I arrived in the evening, jet lagged and having spent 15 hours going from Cebu City to Dumaguete and on to Bayawan, I was greeting with a smiling and helpful face. To my surprise the rate that was quoted on Bookings.com ($21.00) was less as a walk-in. I ended up with a single bed for 750php ($15.80 - 47.5php exchange rate). Although I would not recommend doing a walk-in as this is basically the only hotel in Bayawan! The room was small, much like many budget European rooms, but it was clea, had a large flat TV with 100 channels, WiFi, a good aircon and most important HOT WATER! Considering I kept reading about guest going without hot water I was happy with this. The rooms are on the 3rd and 4th floor, the top floor (the roof top) has a bar and restaurant and a great view of the surround city. The food was enjoyable but at an average $4 per meal don't expect gourmet! The location of C&L is nice, across from the city square, convients stores like 7-11, local food establishments and a nearby pharmacy. If you are traveling via bus, which most likely are you, the Ceres bus terminal is only blocks away. The downside? The STAIRS! Yes, not elevator and if you have bad knees like I do, ouch! But I managed by taking them slow and planning how many times I needed to go up and down. The good news is they lobby guys carry everything for you! So would I recommend C&L? Absolutly as long as you understand what ou are getting for $16-$21 and not a spoiled traveler!

Bed was comfortable.. but the hotel charges for extra pillows!
I'm a frequent traveler and can tell you to stay away from this hotel if you expect to be treated with respect by the hotel staff... because the lady who works the front desk in the mornings has a very bad attitude... the ladies who clean the rooms are very polite... but if you dare call the front desk when the daytime lady is on duty... be prepared to be handled rudely... she especially does not like you to bother her with questions about banks or taxis. The man who works the desk at night is polite just the lady during the day is the problem. Just as a side note... the beds are comfortable but if you do not like the soft pillows for the bed and request additional pillows... you will have to pay 500 pesos for the pillows... hahahaha... no joke... they require you to pay for extra pillows!

I came with my grands and this inn was heaven sent to us. It had an elevator. The room service was very good. We had to leave at dawn and the management offered to serve us coffee and bread before we left (where do you get this services for free nowadays?). The rooms (yes we had 3) were very clean. The beds and linens were very comfortable and clean. The bathrooms were spacious and clean. I emphasize the cleanliness because I cannot sleep thinking cockroaches could crawl over me or my loved ones while asleep. The best thing of all with this hotel is its price. It's surprisingly affordable for its services and amenities. So if you're looking for an affordable, comfortable, friendly hotel in Dumaguete, this is it. Its location is also a bonus.😊

No Privacy to guest
The only hotel i have encountered that as guest we don't have any privacy at all.. Staff open out door while we are still inside without even knocking.. a totally unsafe place we have experience. we haven't checked-out yet and we still have the key's with us.. a very big disappointment to us as guest..
