The staff near Hoan Kiem Lake are inconsistent. On the day before, I asked if I could go up from there and exchange my ticket, and they said yes. Interesting experience but unprofessional service. When getting on the bus, the staff should give out headphones and hats to avoid the harsh sunlight because the bus departs at 11:30. When the sun is high, they give out headphones first and then hats later, which leads to fatigue and heatstroke when going home.
