The ones who monitor bookings through applications are the owners but there's no proper communication between the owners and the homestay keepers. I've booked a room from app but when I arrived the keepers knew nothing about my booking and all the rooms were full already. I feel bad for all the kind keepers who should face the anger of the guests who couldn't get a room even though they have paid for it thanks to the irresponsible ones. If you would like to stay here, it is better to just come straight to the place or contact one of the keepers (if you have their contacts). FYI, I ended up staying in the keepers room. It's nice though since I can listen to all kinds of their stories.
