China bans uncertified power banks on flights

Starting from June 28, 2025, China bans uncertified and recalled power banks without CCC safety certification on domestic flights. This new regulation was implemented after a series of safety incidents related to lithium batteries on aircraft and the recall of millions of products from major brands.

The Civil Aviation Administration of China (CAAC) has officially deployed strict new regulations regarding China bans power banks lacking safety certification from being brought aboard aircraft. Accordingly, all backup power banks intended to be carried on flights must have the "3C" certification mark - short for "China Compulsory Certification".

CCC certification is a mandatory standard that China applies to products that can impact human health, safety, and environmental protection. Any power bank device that does not meet this standard or is on the recall list will be strictly prohibited from being brought on aircraft.

Reasons for the New Regulation

The decision for China bans uncertified power banks that don't meet standards was made after a series of serious incidents related to lithium batteries on flights worldwide. Lithium batteries in electronic devices such as laptops, smartphones, e-cigarettes, and especially power banks pose a high risk of causing smoke, fire, or generating extremely high temperatures when encountering manufacturing defects or damage.

Statistics from the US Federal Aviation Administration (FAA) show an alarming situation: in 2024, there were three incidents related to overheating lithium batteries on aircraft every two weeks, a significant increase compared to 2018. Notably, the Air Busan (South Korea) aircraft fire suspected to be caused by a power bank in early 2025 raised concerns about global aviation safety.

Passengers carrying increasingly more battery-powered devices when traveling by air, especially power banks, has become a major concern for the aviation industry. Since 2014, China has prohibited passengers from charging devices with power banks throughout the flight journey.

Impact on Consumers

A notable point is that CCC certification for power banks only began to be applied from August 2023. This means most products manufactured before 2024 do not have this certification and will be banned from being brought on aircraft.

In June, some leading power bank manufacturers in China such as Anker and Romoss had to recall millions of products due to safety concerns. China's market regulatory authority has also recalled or suspended 3C certification of some battery manufacturers.

Currently, the new regulation only applies to domestic flights in China. However, it's not ruled out that Chinese airlines may extend this application to international flights in the near future.

According to current regulations of most international airlines, passengers are allowed to carry power banks with a maximum capacity of 100Wh, but must keep them in carry-on luggage and store them in easily observable places for timely incident detection.
