To ensure the efficiency of Covid-19 prevention and control in Ho Chi Minh city and support people to search and book quarantine hotels easily, HCMC Department of Tourism collaborated with Traveloka Vietnam to implement the project “Ho Chi Minh City Tourism joins hands to fight against Covid-19”.

With full information of room types, prices and available accommodations displayed on Traveloka, it will be more convenient for people to select hotels, book and pay online. This project also helps hotels transform their business model in response to the new situation.

FOR GUESTS WHO ARE AT-RISK FOR INFECTION (F1) WHEN DOING HOTEL QUARANTINE
Question 1: Why are the people at-risk (F1) need to be quarantined?
Help prevent the spread of disease in the community.
If you refuse and avoid enforced medical quarantine, you may be fined up to VND 20 million and have to pay for remedial measures (According to Decree 117/2020/ND-CP). In the case of further spreading COVID-19 to other people, you can be fined (according to Article 240 of the 2015 Penal Code).
Question 2: Who is eligible for hotel quarantine?

1. This includes the following F1 cases:

Persons undergoing medical quarantine at Centralised Isolation area who wish to switch to hotel quarantine, and want to voluntarily pay for accommodation costs and related services at the hotel.
Persons who are not eligible for at-home quarantine, or are recommended by local authorities and wish to switch to hotel quarantine and voluntarily pay for the room cost and related services at the hotel.

2. Doctors on the front line (please read more information at Question 14)

3. F0 cases who have completed treatment (please read more information at Question 16)

Question 3: How long does F1 need to be quarantined in the hotel?
The Ministry of Health and the Government stipulate that the quarantine period that suits the current epidemic situation will be from 14 days (for all persons who need to be isolated). This is calculated from the date of last contact with a confirmed case or suspected case, or from the date of entry into Vietnam.
*Note: F1 persons who are being isolated at the Centralized Isolation area who wish to switch to hotel quarantine need to have a negative first test result for SARS-CoV 2. Then, they can contact the isolation area management unit to carry out the procedure to transfer to the hotel quarantine. The next quarantine period only needs to cover the remaining days.
Question 4: How do I move from my residence or the centralized quarantine area to the quarantine hotel?

You can book the quarantine transportation service on the Traveloka app or website (https://www.traveloka.com/en-vn/promotion/vanchuyencachly), as part of the collaboration program between the Department of Tourism of HCMC and Traveloka. The pricing depends on the route and vehicle that you book. In addition, you can contact the hotel directly to arrange transportation.

Question 6: What do I need to prepare prior to checking in at the hotel that I have booked on Traveloka?

* Prepare documents:

Necessary documents for check-in procedures include:

Negative test result for SARS-CoV-2
Personal papers (ID card);
Medical handover paperwork from the local health office/centralised isolation area;
Epidemiological investigation paperwork of the local health office;
Order to quarantine from local government office (Applicable to F1 and F2 persons).

Afterward, you need to complete the registration form, confirming that you voluntarily choose paid hotel quarantine and commit to comply with the quarantine rules at the hotel.

* Prepare the following materials:

Bring clothes and personal belongings.
Children from 5 to 15 years old, elderly people, pregnant women, people with chronic diseases...need to prepare: far-sighted eyeglasses, milk, medication, diet food...
If you have any requirements, please notify the hotel staff for assistance.

*Prepare yourself mentally:

Strictly follow the regulations at the quarantine hotel to avoid cross-contamination;
Remain optimistic as quarantine is necessary for the health of your loved ones, of yourself and of the community.

Question 7: During the hotel quarantine, which rules do I have to follow?

Persons quarantined at hotels must comply with the following regulations (according to Appendix 1 - Regulations on medical quarantine at hotels in Decision No.1246/QD-BYT dated March 20, 2021 of the Ministry of Health):

1.
Quarantined inside room: refrain from leaving the room, limit direct contact with other people in the quarantine hotel. If you absolutely need to leave the room, you must wear a mask and keep a distance of at least 2 meters from others.
2.
Do not leave the hotel without permission.
3.
Do not host games with people in the quarantine hotel. Do not gather to talk to other quarantined people.
4.
Wear a mask when in direct contact with others. Do not spit at will.
5.
Regularly wash your hands with soap and water at the following times: before eating, after going to the toilet, after coughing and sneezing, when hands are dirty…Wash your own cups, personal belongings and ensure hygiene in the room.
6.
Put the garbage in a sealed bag and put it in the trash can located in the hallway in front of your room's door for daily pick-up at a fixed time.
7.
Get clean linen in the hallway in front of the room at a fixed time. Fabrics that need to be washed (clothes, blankets, pillows, etc.) are put in sealed bags in the hallway in front of the room for daily pick-up.
8.
Regularly open windows (if any) to let the air flow. Refrain from turning on the air conditioner (if needed, the temperature needs to be above 26 degree Celsius and increase ventilation).
9.
Self-monitor your health and notify the hotel reception or medical staff as soon as one of the following symptoms: fever, cough, sore throat, difficulty breathing and other symptoms.
10.
Food is provided according to the hotel's menu at a fixed time of the day. Do not serve food at the request of the quarantined person unless there is a dietary recommendation from a medical officer.
11.
The hotel only delivers supplies to the quarantined person once a day at a fixed time.

*Note: The quarantined person must fully comply with the above regulations. The hotel refuses to serve if the quarantined person does not do so.

Question 8: While quarantining at the hotel, how many SARS-CoV-2 tests do I need to take and how about the testing process?
According to the Provision of temporary guidance on COVID-19 supervision and prevention, issued together with Decision No. 3638/QD-BYT dated July 30, 2021 by the Ministry of Health, during the quarantine period, F1 subjects need to test for SARS-CoV-2 virus by Real-time PCR method at least twice during quarantine. The first sample is taken on the first day of quarantine and the second sample on the 14th day.
The number of SARS-CoV-2 tests required depends on the requirements of the health authorities. The required cost of testing for SARS-CoV-2, paid for by guests during the hotel quarantine period, is VND 734,000/time according to the regulations of the Ministry of Health.
The hotel staff will support the guests in contacting the medical team to test at the hotel at the specified time.
Question 9: What is the process when I have completed the quarantine period at the hotel?

At the end of your quarantine period at the hotel, if the F1 person is in good health, they are allowed to return to their residence. The People’s Committee of the Hotel’s ward will give you a certificate of completion. You will continue the isolation at home or self-monitor for the next 14 days.

Question 10: During the quarantine period, if I become positive with COVID-19, do I get a refund for the remaining nights at hotel and what other extra costs do I need to pay?

If the guest tests positive for Covid-19 during the quarantine period, and cancels the room for the remaining days, any additional fee will be charged based on the actual number of nights you have stayed. Please check hotel policy carefully before booking.

Question 11: Can I quarantine in the same room with my friend/colleague?

Ideally, each person is quarantined in their separate room, but no more than 2 people each room if they are relatives and voluntarily stay in the same room. (According to Point d, Clause 2.3, Article 2, Section VI of Decision 1246/QD-BYT dated March 20, 2020 of the Ministry of Health, promulgating "Temporary guidance on hotel quarantine in the prevention and control of COVID-19, paid for by the quarantined person").

*A relative is a person who is related by marriage, or who has the same direct bloodline, and who share a lineage within three generations.

Question 12: In case I am required to, or want to increase the stay at the quarantine hotel, what do I need to do?

Guests can book directly on Traveloka, or book directly at the hotel, depending on the guest's choice and subject to the hotel's availability. The hotel is committed to charge the original price (the hotel will not increase the price).

Question 13: What are the terms and conditions for cancelling my quarantine hotel booking?

It will be according to the hotel's reservation cancellation policy. In case of force majeure, the reservation can be canceled in case the guest tests positive for Covid-19 during the quarantine period. The surcharge will be calculated based on the actual number of nights that the guest has stayed.

Question 14: Can frontline doctors book quarantine hotels? If yes, what documents are needed?

Frontline doctors who are eligible for hotel quarantine include:

Doctors who have been exposed to COVID-19
Doctors who have completed the quarantine period
Doctors who have completed treatment for Covid-19 and are required to be off duty.

At the same time, when using quarantine hotel service, they must ensure compliance with the provisions of Appendix 1 - Regulations on medical quarantine at hotels in Decision No. 1246/QD-BYT dated March 20, 2021 by the Ministry of Health.

Question 15: During the quarantine period at the hotel, are there medical staff to help monitor the situation and take care of the daily health?

According to Articles 4 and 11 in Section VIII of Decision No. 1246/BYT dated March 20, 2021 by the Ministry of Health, on Guidance on temporary quarantine at hotels, which state:

The hotel is responsible for coordinating with the Center for Disease Control, the Medical Center, the Health Station and other local health agencies to monitor the health of the quarantined person and handle the situation when there is a confirmed case.
Medical staff are responsible for organizing the reception, receiving the health records of the guests at the hotel. They will monitor the health status and measure body temperature of quarantined individuals at least twice (morning and afternoon) a day. They will record the results on the individual’s health monitoring, as well as monitoring the implementation of medical quarantine at the hotel.

In addition, during the quarantine period at the hotel, guests will have to participate in COVID-19 testing (the number of times depends on the requirements of the health authorities). The cost of mandatory COVID-19 testing that guests must pay during the quarantine period at the hotel is 734,000 VND/time according to the regulations of the Ministry of Health.

Question 16: In case the guest who is an F0 that has completed treatment, and requests hotel quarantine before returning home, which documents are required?

Required documents include:

Decision/Certificate of completion, certifying that they have completed the required quarantine period, or Certificate of hospital discharge after completing COVID-19 treatment.
The quarantine decision from the local government; Medical handover paperwork from the local health office/centralised isolation area; Epidemiological investigation paperwork of the local health office/centralised isolation area;
Identity papers (Passport, National ID card…);
Quarantine hotel’s reservation confirmation code.

After that, the guest will need to complete a registration form for voluntary, paid hotel quarantine and commit to comply with the quarantine rules at the hotel.

FOR GUESTS SEEKING ENTRY INTO VIETNAM
Question 1: Am I allowed entry by the Vietnamese Government?

In accordance with Section III, COVID-19 Prevention and Control Management Guide for persons requesting to enter Vietnam in Official Dispatch No. 3440/CV-BCD dated April 27, 2021, by the National Steering Committee for COVID-19 Prevention and Control, the people allowed entry into Vietnam include:

1.
Foreign nationals who are experts, investors, business managers, skilled workers (referred to as experts), and family relatives (father, mother, wife, husband, child);
2.
Foreign nationals who seek entry for diplomatic or official purposes, and their relatives (father, mother, wife, husband, children);
3.
Foreign nationals who are students studying in Vietnam;
4.
Vietnamese citizens: businessmen, intellectuals, students, the elderly, people visiting relatives, expired tourist visa, expired labor contracts, expired student visa, stuck abroad, people going abroad for medical treatment, people whose visas have expired;
5.
Humanitarian purposes and other special cases.
Question 2: What should I know before and while entering Vietnam?
In the 14 days before entry, guests need to limit going out unless it’s urgent, take good care of their health, and not travel abroad.
In case the guests are worried about their health condition such as having a chronic disease, they should discuss it with their doctor first and also get a medical diagnosis certificate in English to be sure. Additionally, guests should pay attention and prevent the risk of infection when visiting medical facilities to request a negative test confirmation.
Guests should quickly reconsider delaying entry to Vietnam when they have a high probability of being infected with COVID-19, such as experiencing symptoms such as fever, respiratory problem, sore throat, lost sense of taste, or being exposed to confirmed cases of infection in the surrounding area such as in the workplace, home, etc.
Pay special attention to the risk of infection while using airport transports, at the departure airport, inside the aircraft. It is recommended that guests take appropriate infection prevention measures during this time (such as wear a mask, avoid crowds, use hand sanitizer, etc.).
During the period from the time of entry until the end of the quarantine period, guests need to use a designated health monitoring app for epidemic prevention and control at the request of health authorities in Vietnam.
Question 3: How long is the required quarantine period for people seeking entry?

According to Official Letter No. 3428/TTKSBT-KHNV dated August 5, 2021 from the City Center for Disease Control on reducing the time of quarantine for international arrivals who have received full doses of COVID-19 vaccines:

*In the case that the person entering the country has had full doses of COVID-19 vaccine (the last dose given at least 14 days prior & not more than 12 months by the time of entry) and has a vaccination certificate; or has ever been infected with SARS-CoV-2 (with a certificate of positive test for SARS-CoV-2 by RT-PCR method of single sample not older than 6 months by the time of entry) and has a certificate confirming recovery from COVID-19 issued by the legal authority in the country of treatment; at the same time, the person must have a negative RT-PCR test result for SARS-CoV-2 and a positive anti-SARS-CoV-2 antibody test on the first day after entry;

The regulations indicate that the medical quarantine period is 07 days. If the result is negative on the 7th day, they can continue medical monitoring for the next 7 days at home.
People who enter for business purposes for less than 14 days and other cases under the regulations of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health are not eligible for the above quarantine regulations.

* For the remaining arrival cases, they will need to carry out a 14-day quarantine period. International arrivals need to continue to monitor their health at home or place of residence for the next 14 days.

*Note: the quarantine period may be longer depending on the actual situation and the Government's regulations.

Question 4: After completing immigration procedures at the airport, how will I move from the airport to the quarantine hotel?

After arrival, guests will need to wait for the quarantine officer's instructions, use the designated path and get on the quarantine vehicle that they have booked to move to the quarantine facility. Guests are required to wear full protective gears during the transportation process. Your luggage will be sprayed with disinfectant before reaching the facility.

Question 6: What documents do I need to prepare to receive my room at check-in?

Necessary documents for check-in procedures include:

Personal documents (such as passport).
Approval document that allows the 14-day (or longer) quarantine for people who arrive from countries that have adequately controlled the epidemic.
Flight tickets,
Reservation confirmation number at the quarantined hotel.

*In the case that the guest is fully vaccinated or has recovered from COVID-19, they need to prepare the following documents in English when checking in at the hotel:

Certificate of full vaccination against COVID-19;
Certificate of recovery from COVID-19.
Question 7: During the quarantine process at the hotel, what regulations must I follow?

When you enter the quarantine room, you need to read the quarantine rules at the hotel which have been placed in the room by the staff. Fill in the temperature monitoring sheet and sign the commitment paperwork that ensures your compliance with the rules of the quarantine hotel, then place them on the table/chair in the hallway in front of the room or take a photo of the documents and send the pictures to the hotel.

Question 8: How many times do I have to be tested for SARS-CoV-2 during the quarantine at the hotel?
If the quarantine period is 07 days, the guest will pay the cost of 02 tests; the first test within 24 hours upon entry or upon entering the quarantine area, and can be rapid antigen test or by RT-PCR method; the 2nd test on the 7th day from the date of entry by RT-PCR method (if the visitor has received full doses of COVID-19 vaccine, or has recovered from COVID-19).
If the quarantine period is 14 days, the guest will pay the cost of 03 tests, on the 1st-7th-14th day.
If the quarantine period is 21 days, the guest will pay the cost of 05 tests, on the 1st-5th-7th-14th-20th day.

*Note: The number of tests may vary depending on the requirements of the health authorities.

Question 9: What are the procedures and regulations for when I complete the quarantine period at the hotel?

At the end of your quarantine period, you will receive a certificate of completion and move to your residence by a designated vehicle. There you will continue the isolation at home or self-monitor for the next 14 days.

Question 10: During the quarantine period, if I become postive with COVID-19, do I get a refund for the remaining nights at hotel and what other extra costs do I need to pay?
