Couul be a decent place with a professional owner/manager. For the price its a not fit for purpose.  

Dana is always my first choice when traveling to Kampala for a few days. There is no need for me to leave the hotel. I often stay for 1 or 2 night's. 

Hotel was not up to the standard of the price.  Nothing was working in the room and services were terrible
