No. Although it is sometimes called an international airport, it is classed as a principal domestic airport and handles flights within the Philippines.

Bacolod–Silay Airport (BCD) is the main air gateway to Bacolod and the wider province of Negros Occidental in the Western Visayas. It opened in January 2008, replacing the old Bacolod City Domestic Airport and taking over its BCD code. Despite the "international" label sometimes attached to it, the airport is classed as a principal domestic airport and handles flights within the Philippines.
The airport stands in Barangay Bagtic, Silay City, roughly 15 kilometres northeast of Bacolod proper. Silay itself, a heritage town known for its ancestral houses, is only a short ride from the terminal, which makes it an easy first stop.
The passenger terminal spreads over three levels and about 6,000 square metres. Inside you will find check-in counters, pre-departure lounges connected to three jet bridges, and a viewing deck. The single 2,000-metre runway can take narrow-body jets and, on occasion, larger aircraft such as the Airbus A330. An expansion of the terminal's seating capacity is planned.
Flights from BCD focus on the country's big hubs. Carriers including Cebu Pacific, Philippine Airlines through PAL Express, and Philippines AirAsia connect Bacolod with Manila, while there are also services to Cebu and Davao. Cebgo, Cebu Pacific's regional arm, flies turboprop services within the Visayas.
Shuttle vans and other public utility vehicles run between the airport and Bacolod, and taxis are available at the terminal. Tricycles cover short hops around Silay. A newer access road links the airport directly with Barangay Bata on Bacolod's northern side, helping to cut travel time.
Bacolod is nicknamed the City of Smiles and is famous for its MassKara Festival and its chicken inasal. Nearby, The Ruins in Talisay, a mansion shell lit up at dusk, is a favourite photo stop, and Silay's heritage district is lined with preserved sugar-baron homes.
Because the airport is outside Bacolod, build in time for the road trip, especially during festival season when the city gets busy. If you are connecting to an international flight, you will normally transit through Manila or Cebu.
