No. According to the Japanese Ministry of Foreign Affairs, Singaporean citizens qualify for visa-free entry to Japan as Temporary Visitors for short stays of up to 90 days. Japan has officially approved the development of JESTA (Japan Electronic System for Travel Authorization), a pre-entry screening system that will require online approval before travel, similar to Australia's ETA or the US ESTA.
