I was able to book for a very reasonable price right before the Spring Festival, which was a big plus. The immediate neighborhood has very little to offer, but cabs are easy to come by and a trip to the Pedestrian street costs 16-20 RMB (like $3.33 tops,) so that's not a huge deal. While the staff's overall level of English is not great, they are helpful in trying to figure out what you want. If you're not into the funny cross-cultural communication attempts or practicing your limited Chinese, this place may not be for you though.

1月に2泊しました。中央大街からは遠いのでタクシー等を利用しないと都市部に行けません。冬はタクシーつかまりにくいの不便です。お部屋もカビ臭く、壁にシミがあり清潔感はないです。

Reasonable hotel which has been open since 1995 and is showing its age, the hotel is a 30 minute car ride from the ice and snow festival. The hotel can arrange a guide/car however it is not cheap and while the hotel enjoys group discounts on the entrance fees, it isn't transferred to guests. There aren't any Restaraunt options within walking distance and in the winter Harbin is freezing (-30c) so we ended up eating in the hotel.
