If you’re planning a trip to Taiwan, there’s an important new rule you’ll need to take note of. Starting October 2025, the Taiwan government will officially implement the Taiwan Digital Arrival Card (TWAC) as a mandatory entry requirement for foreign visitors.
This new system replaces the paper arrival card that travellers used to fill in manually. In this guide, we’ll walk you through what TWAC is, how to fill it out, its benefits, and some useful tips to make your journey to Taiwan smoother.
What is the Taiwan Digital Arrival Card?
The Taiwan Digital Arrival Card (TWAC) is an online arrival form that must be completed before entering Taiwan. It replaces the old paper form that was previously filled in on the plane or at the airport, making the immigration process faster and more efficient.
Through TWAC, you simply provide your personal information, passport number, flight details, accommodation address, and purpose of visit online. The process is free of charge and available in multiple languages. Your data is linked directly to the immigration system, so officers only need to scan your passport instead of manually checking a form.

Why Did Taiwan Introduce a Digital Arrival Card?
Taiwan launched TWAC as part of its move to modernise the immigration system, making travel smoother while keeping personal data secure. Key reasons include:
Faster Immigration Processing
No more queues just to hand in paper forms. With TWAC, all traveller details are already in the system.
Digital Transformation
As a tech-driven country, Taiwan is committed to digitising public services — TWAC aligns perfectly with that vision.
Better Accuracy & Security
Going digital reduces the risk of lost forms or manual errors, since all data is directly connected to Taiwan’s immigration database.
Who Needs to Fill in TWAC?
Not everyone is required, but most foreign visitors will need to complete TWAC:
Foreign Tourists: Anyone who used to fill in the paper arrival card (including short-term visa holders and visa-free travellers) must now complete TWAC.
Visa-Free Entry Travellers :Citizens of countries with visa-free access (including Singapore, Japan, South Korea, the US, Australia, and Schengen countries) must fill in TWAC before entering Taiwan.
Hong Kong, Macau, and Mainland China Residents: Travellers with multiple-entry permits from Hong Kong or Macau, as well as Mainland Chinese tourists with a multiple-entry travel permit, are also required to submit TWAC.
Exemptions: Taiwanese nationals without household registration, diplomatic passport holders, and passengers in direct transit (not clearing immigration) are exempt.
