Air Do was originally founded as Hokkaido International Airlines in 1996 by Teruo Hamada, a businessman from Hokkaido. Then, Teruo Hamada started to gather investments to establish a low-cost airline after the Japanese government announced the regional airline deregulation policy. Each airline was given the freedom to set fares on domestic flight routes.
After that, the air carrier service operated its first flight on the Tokyo-Sapporo route under the name Air Do in 1998. Over time, Air Do added other scheduled domestic flight service destinations. Among them, Asahikawa, Hakodate, Kushiro, Obihiro, Ozora, Fukuoka, Kobe, Nagoya, and Sendai. While the aircraft fleet used is Boeing 737-700 and Boeing 767-300ER.
