Tuguegarao City is a city located in Cagayan Province. This city is well-known for its unique humid temperature. It was founded on 9th May 1604 and currently, it occupies around 145 square kilometres of an area. It is the biggest city in Cagayan Valley. Tuguegarao was declared as the capital of Cagayan Valley in 1975. Multistory buildings were constructed significantly changing Tuguegarao's skyline in the 1980s and 1990s. Besides that, Tuguegarao City was named as one of the ten emerging cities in the 2015 Next Wave Cities report, conducted by Department of Science and Technology - Information and Communications Technology Office (DOST-ICTO) in early 2016.

Pav-vurulun is an Ibanag word which means get-together or a sense of belonging. This festival celebrates its patronal fiesta in honor of St. Hyacinth, the patron saint of the city. The week-long celebration is a festival of activities comprised of colourful parades, beauty contests, Pancit Batil-Patung eating contest, street dancing competition, music festival, sports fest, and trade fairs, among others.
It is now called the Pavvurulun Afi Festival, a fire-themed festival. 'Afi' is an Ibanag word which means fire, signifying the city's etymology. A highlight of the celebration was the lighting of bamboo torches by more than 3,000 college students from Cagayan State University as part of the kick-off activities.

The minor local airport is located in the western region of Samar province, approximately 6 kilometres from the central Calbayog City.
