The mangrove reforestation initiative began in 1990 when the local government and several non-governmental organizations converted Barangay New Buswang's muddy coastline into a mangrove reforestation area to avoid flooding and storm surges in the society. The park is named the most effective mangrove reforestation project in the Philippines. The Kalibo Save the Mangroves Association (KASAMA) operates the Eco-park. In the local dialect, the term "bakhawan" implies "mangrove."
